Influencing National Action Plan on Business and Human Rights: Learning Lab Bootcamp

5-6 December 2019, Chennai

It is now widely recognized that business and the private sector are important stakeholders in bringing equitable and sustainable growth. As the scope and impact of business enterprises on society widens, there is growing recognition of its responsibilities not just to the shareholders but also to others— workers, customers, communities and the environment. Yet, engaging with business and the private sector on issues concerning sustainable development, human rights and accountability remains complex and neglected.

Oxfam India and the United Nations Development Programme (UNDP) are organizing a Learning Lab Bootcamp (5 and 6 December 2019, in Chennai), for civil society actors and organizations from southern states of India, to learn from each other the ways and tools to engage with companies for greater transparency, accountability and business responsibility. The two-day workshop-cum-consultation will focus on decent work and human rights violations in supply chains. Using innovative thinking exercises, learnings from participants will also add to the ongoing policy discussions on India’s National Action Plan on business and human rights (NAP).

What is the National Action Plan on Business and Human Rights?

In 2011, the UN Human Rights Council unanimously endorsed the Guiding Principles on Business and Human Rights— to address business impact on all human rights that applies to both governments and businesses. The UN Guiding Principles (UNGPs) also clarify the respective duties and responsibilities for tackling human rights risks related to business activities. Since their adoption, the Human Rights Council has called on all countries to develop NAPs

The NAP is a policy document developed by governments to “protect against adverse human rights impacts by business enterprises in conformity with the UN Guiding Principles on Business and Human Rights.” It articulates the government’s priorities and actions it will adopt to implement the UNGPs. So far, 21 countries have developed NAPs and 11 more are in the process of developing them.The Government of India too has announced its intention to put in place its own NAP by 2020 and earlier this year, the Ministry of Corporate Affairs released a preliminary Zero-Draft.

The Bootcamp is designed to gather learnings from participants to inform India’s NAP development process, to reflect and address the ground realities of the most vulnerable, marginalized and affected people.

Date and Venue: 5 and 6 December 2019; Chennai, Tamilnadu

All expenses for the Learning Lab Bootcamp, including participants’ travel, boarding and lodging for the duration of the workshop will be borne by Oxfam India and the UNDP.
